1. Sign the ownership transfer documents Requerido por ley Vendedor y comprador

   The process starts with the papers that transfer ownership of the car (giấy tờ chuyển quyền sở hữu xe). The 30-day deadline for the seller is counted from the date these papers are made.

2. Keep the registration certificate and plates Requerido por ley

   Under Art. 6(5)(a) of Circular 79/2024/TT-BCA the seller must keep the vehicle registration certificate and the number plates and must not give them to the buyer; they are surrendered to the registration authority during revocation. Handing them to the buyer to do the revocation can be fined.

3. Revoke the registration and plates within 30 days Requerido por ley

   Within 30 days of the transfer papers, the registered owner files the revocation (thu hồi chứng nhận đăng ký xe, biển số xe) at the registration authority where they reside. Filed partly online or in person, the revocation certificate is issued within 2 working days of a complete file (8 working hours if fully online).

4. Buyer registers the car in their name Requerido por ley Comprador

   Once the revocation is done, the buyer applies for registration in their name (đăng ký sang tên) and receives a new registration certificate and plates; the certificate on change of owner is issued within 2 working days of a complete file.
