Under the Act a transfer counts as completed on the date you hand over the vehicle or the date it is endorsed on the registration card, whichever comes first, so register the transfer promptly after delivery.
If a seller cannot be traced later, TRA requires extra documents (lawyer-endorsed sales agreement and an affidavit of ownership), so the seller should take part in the transfer instead of just signing papers.
