   Complete the DLT transfer request form (แบบคำขอโอนและรับโอน), signed by both the transferor and the transferee. If either party sends someone else, a power of attorney with ID copies of both the grantor and the representative is needed.

   Go to the DLT office (Bangkok Areas 1-5, provincial or branch office) responsible for the address shown in the registration book, and have the car checked at the inspection section before filing the documents.

   Submit the application with the documents and the inspection result, and pay the transfer fees and stamp duty (based on the car's assessed value). Transferor and transferee must notify the registrar within 15 days of the transfer; late filing is fined.

   The process ends when the registration book is returned showing the new owner. Until then the seller is still the registered owner.

6. Avoid an open transfer (โอนลอย) with strangers موصى به

   In an open transfer the seller signs the forms and a power of attorney and lets the buyer register later; the seller's name stays in the book and they may be held responsible for accidents or illegal use. With an unknown buyer, go to the DLT office together.
