1. Sign a written sales contract Obrigatório por lei Vendedor e comprador

   Put the sale in a contract of sale (umowa kupna-sprzedaży) with the date of sale. The contract is the document that proves the sale: you attach it to the sale notification, and the buyer needs it to register the car.

2. Hand over the registration documents and plates Obrigatório por lei

   The buyer must present the registration certificate (dowód rejestracyjny), the document proving ownership (the sales contract) and the existing number plates when registering the car, so these go with the vehicle.

3. Notify the office of the sale within 30 days Obrigatório por lei

   The previous owner reports the sale (zawiadomienie o zbyciu pojazdu) to the vehicle department of the office for their place of residence: starostwo powiatowe, city office in a city with county rights, or district office in Warsaw. It can be done online with a trusted profile (profil zaufany) or qualified signature, attaching a scan of the contract, or in person. The deadline is 30 calendar days from the sale; missing it can mean a 250 zł penalty.

4. Buyer pays the civil-law transactions tax (PCC) Obrigatório por lei Comprador

   In a contract of sale the buyer pays the tax on civil-law transactions (PCC), at 2% of the market value for movable property such as a car, filing form PCC-3 with the tax office for their place of residence within 14 days of the contract. Purchases of movable property with a taxable base not exceeding 1,000 zł are exempt.

5. Buyer registers the car within 30 days Obrigatório por lei Comprador

   Since 1 January 2024 the buyer of a car does not have to report the purchase separately but must register the vehicle within 30 days of the purchase, with valid OC (third-party liability) insurance. Missing the deadline brings a 500 zł administrative penalty imposed by the starosta.
