Transfers of ownership are registered by the Excise & Taxation department of the province (or Islamabad Capital Territory) where the car is registered, acting as Motor Registering Authority. The key step is lodging the transfer at the Excise office with the original registration book, the signed transfer/sale document and the seller's verification, then paying the transfer fee and advance tax.
