Ownership transfer (tukar hak milik) is registered by the Road Transport Department (JPJ), and both the registered owner and the buyer must verify their fingerprints biometrically. Private cars must first pass an ownership-transfer inspection (MV15, formerly B5) at PUSPAKOM or another licensed inspection centre.

  • Foreign nationals cannot transfer online and must go to a JPJ counter.
