1. Clear any hire purchase on the vehicle Requerido por ley

   Where the vehicle is under hire purchase, a hire purchase cancellation is required for the transfer.

2. Agree what happens to the number plates Requerido por ley Vendedor y comprador

   For a basic transfer, a declaration is needed stating whether the plates will be retained by the seller. If the vehicle has a 3rd plate, the buyer states whether it is also being bought: a written declaration for logbooks numbered with 'D', or the check box on the last page for logbooks starting with 'J' or 'K'. Transferring customised plates to a non-family member costs €466.

3. Sign the logbook: seller, buyer and a witness Requerido por ley Vendedor y comprador

   The vehicle's logbook (registration certificate) must be duly signed by the seller, the buyer and a witness. Requests where any of the three signatures is missing will not be considered; a logbook filled or signed incorrectly can be declared null with a declaration signed by all three, and the correct signatures then go on form VEH 50.

4. Buyer takes out insurance from the date of transfer Requerido por ley Comprador

   An insurance policy in the new owner's name, effective as of the date of transfer, is required.

5. Submit the transfer and pay the fee Requerido por ley Vendedor y comprador

   Submit the signed logbook and insurance policy; for logbooks whose number starts with 'D', include copies of the ID cards of the seller, buyer and witness. The fee is a €10 administrative fee (plus the cost of new plates, if applicable), and Transport Malta does not accept cash payments.

6. If the logbook is lost, declare it first Requerido por ley Vendedor y comprador

   Without the logbook, the seller signs Form VEH 039 (declaration of lost documents) and the buyer, seller and a witness sign Form VEH 050.

7. Check for a tax exemption on the vehicle Requerido por ley Vendedor y comprador

   If the car was registered with a registration tax exemption, the tax may become payable on transfer: for special-needs exemptions it is due if the vehicle is under 10 years from first registration (unless MFIN approves transferring the exemption); for other exemptions it is due on Transport Malta's valuation.
