1. Make sure the car is clear of debts and charges Requerido por ley

   The car must be active in the system and free of obligations to DPSHTRR (taxes, late-payment interest), INTERPOL and the Register of Security Charges (RBS). A confirmation from the RBS is part of the transfer file.

2. Sign the sales contract at a notary or at DPSHTRR Requerido por ley Vendedor y comprador

   The contract (kontrata e shitblerjes) can be drawn up at a notary's office; otherwise seller and buyer draw it up at the lawyer's counter of the regional DPSHTRR office (DRSHTRR) where one of them lives. Both bring ID; the seller also brings the registration certificate, the ownership certificate if the car does not yet have the new-model registration certificate, and a valid technical inspection certificate.

3. Buyer registers the change of ownership within 30 days Requerido por ley Comprador

   The obligation lies with the buyer: within 30 days of acquiring the car, at the DRSHTRR office of their place of residence, with ID, the sales contract, the RBS confirmation, the registration certificate (and ownership certificate for old-model certificates) and a valid technical inspection certificate. A new registration certificate is issued in the buyer's name.

4. Transfer the file if the sale was done in the seller's region Recomendado Comprador

   If the sale was processed at the regional directorate where the seller lives, the buyer must apply to transfer the vehicle file to the directorate of their own residence and obtain a provisional registration certificate to complete the update.

5. If the buyer does not register, declare the sale Recomendado

   While the car stays registered in the seller's name, all obligations linked to it remain the seller's. If the buyer does not come forward, the seller can go to the DRSHTRR of their residence, sign a declaration taking responsibility, submit the original or certified contract and receive a certificate of declared sale.

• As a seller, check that the buyer actually registered the change: until it is done, all obligations linked to the car (such as taxes and fines) stay in your name. If the buyer does not do it, declare the sale at DRSHTRR.
