Step by step

1. Fill in and sign the vehicle transfer certificate Required by law Seller and buyer

   In a direct sale between individuals, seller and buyer complete the 자동차양도증명서 (Form No. 15 of the Motor Vehicle Registration Rules) with the vehicle details, sale price and date. It must be submitted with the transfer application.

2. Get a seal certificate for vehicle sale if the seller will not attend Required by law

   If the seller does not go to the registration office in person, they must provide a seal certificate issued for vehicle sale (자동차매도용 인감증명서) at a community service centre, showing the buyer's details, plus their seal. A seller who attends in person only needs photo ID.

3. Buyer takes out car insurance first Required by law Buyer

   The buyer must have car insurance in place before applying; the transfer registration does not go through without it.

4. Apply for transfer registration within 15 days Required by law Buyer

   The buyer files the transfer application (Form No. 14) at the vehicle registration office or city/county/district office, or online on Car365, within 15 days of the sale. Late filing is fined KRW 100,000 for up to 10 days late, then KRW 10,000 more per day, up to KRW 500,000.

5. Or do it online: seller issues the certificate, buyer applies Recommended Seller and buyer

   Online, the seller fills in and signs the transfer certificate on the national vehicle portal and sends it to the buyer; the buyer then applies for transfer registration, pays and prints the new registration certificate. Online filing is not possible for co-owned, company or commercial vehicles, or vehicles under seizure or mortgage, and is accepted on weekdays 9:00–16:00 only.

6. Pay acquisition tax, stamps and public bonds Required by law Buyer

   On registering, the buyer pays acquisition tax (취득세), a revenue stamp and the fee stamp, and must buy local public bonds (공채) for non-commercial passenger cars; bond rates are set by each province's ordinance.
